BOEM entered into a contract with the National Academy of Sciences, Engineering, and Medicine in 2015 to establish the Committee on Offshore Science and Assessment (COSA). The committee provides independent, scientifically credible, and objective information on issues relevant to BOEM’s environmental studies and assessment activities and supports discussions on relevant issues. Committee members provide their individual, expert advice without compensation and are selected and appointed by the Academy.
The committee meets several times a year and may advise and facilitate information exchange on workshops, studies, or review of documents relevant to BOEM’s environmental programs. The work is purely advisory in nature and does not include recommendations on policy or management decisions. Review of the Environmental Studies Program is a role previously performed for BOEM under the Federal Advisory Committee Act.
