The Bureau of Ocean Energy Management (BOEM) today extended the period for accepting public comment on a draft Environmental Impact Statement (EIS) relating to Hilcorp Alaska, LLC's Liberty Project. The comment period will now end at 11:59 p.m. Eastern Time on Friday, Dec. 8.
In September 2015, Hilcorp submitted to BOEM a Development and Production Plan (DPP). In this DPP, Hilcorp proposed to build a small artificial gravel island in the shallow (19 feet) federal waters of the Beaufort Sea, about 20 miles east of Prudhoe Bay. The 9-acre site would be similar in nature to the four oil- and gas-producing artificial islands currently operating in the area’s state waters: Spy Island, Northstar Island, Endicott Island, and Oooguruk Island.
After a public scoping period, in August 2017 BOEM published a draft EIS analyzing the potential environmental impacts of Hilcorp's DPP. BOEM is currently soliciting public comment on this draft document. Comments received during this period will inform the preparation of the final EIS.
