The Bureau of Ocean Energy Management (BOEM) announced today that it is proposing clarifying language and making one correction to the Leasing rule published on March 30, 2016. The Leasing rule, which updates and streamlines the Outer Continental Shelf (OCS) oil and gas and sulfur leasing regulations, will become effective on May 31, 2016 (81 FR 18111).
Proposed Clarification
BOEM is proposing clarifying language regarding the use of the term “you” and its definition as it applies to the rule, and is seeking comments from the public on the clarifying language. To read the updated rule and the proposed clarifying language, visit www.boem.gov/Clarification/.
Comments can be submitted in the following ways:
- Federal Rulemaking Portal: http:/www.regulations.gov/. Follow the instructions for submitting comments;

The comment period will be open for 30 days upon publication in the Federal Register, after which BOEM will consider the comments and announce any additional changes or announce the Final Updated Rule.
Correction
BOEM is also making a correction to the rule. The rule published on March 30, 2016 inadvertently created a consequence for incorrect company disqualification. The correction is effective on May 31, 2016. Information on the correction can be found www.boem.gov/Correction/.
