Background
On December 6-7, 2022, BOEM held a competitive offshore wind energy lease sale for areas on the Outer Continental Shelf (OCS) off central and northern California. Invenergy California Offshore, LLC was identified as the winner of Lease Area OCS-P 0565.
To review all up to date lease documents, including the original leases and any lease amendments that may have occurred after lease execution, please use the Data Center. BOEM, with the Bureau of Safety and Environmental Enforcement (BSEE) maintains a Data Center containing up-to-date leasing information including electronic copies of executed leases and grants, and approved administrative forms (e.g., Assignments, Relinquishments, Bonds). Copies of lease segregations, amendments and other decisions that affect lease status, ownership, location, terms and/or conditions can also be found on the Data Center. You can access the Data Center at the following link: https://www.data.boem.gov/Other/FileRequestSystem/ScanREnLeases.aspx.
To search by Lease Number in the Data Center, use the following query format: "RNNNNN" where R is the Region (“P” for Pacific Region, “A” for Atlantic Region, “G” for Gulf of America Region) and N is the 5 digit lease number. If the lease number is less than five digits, then it should be preceded by 0. Example: For Commercial Lease OCS-P 0561, input "P00561" into the "Lease Number" field.
For more information on this lease history, including Intergovernmental Renewable Energy Task Force meetings, and efforts underway for the California OCS please visit the California page.
To view all the leases and grants that BOEM has executed since the inception of its renewable energy program, links to the necessary administrative forms and studies that have informed BOEM's wind energy lease sales, and access instructions for the most up-to-date lease information, please visit the Lease and Grant Information page.
As required by the lease, Invenergy is required to develop publicly available communications plans. Additional information is provided below.
The Native American Tribes Communications Plan describes the strategies that the Lessee intends to use for communicating with federally recognized Tribes and outlines methods for engaging with and disseminating information to federally recognized Tribes with cultural and/or historical ties to the lease area.
The Fisheries Communications Plan describes the strategies that the Lessee intends to use for communicating with commercial and recreational fisheries prior to and during activities in support of the submission of a plan, such as a Site Assessment Plan or Construction and Operations Plan. The plan includes information on the distribution of “Notice to Mariners” and other outreach and coordination. Additionally, the plan includes Invenergy’s Fisheries Liaison as a primary point of contact and a process to file complaints with Invenergy and seek replacement of or compensation for lost gear.
The Agency Communications Plan describes the strategies that the Lessee intends to use for communicating with federal, state, and local agencies with authority related to the lease area. The plan outlines specific methods for engaging with and disseminating information related to permits and trust resources to these agencies.
These communications plans may be updated and refined over time and the latest plans be found on Invenergy’s webpage:
